3DTop lets you fly around your desktop, change the shape of the icons and arrange or drag them in 3D also. Create colored spotlights, paintings (bitmaps), background and floor textures, clocks, flags (shortcuts) etc. The author claims that the program does not install anything on your computer and will not change the registry-settings.
